Statement!

It's quite obvious that Ken Akamatsu has a LOT in store for Zazie, due to her odd name, and her odder looks. Plus, she has a huge fanbase without even having a deep personality. Just because there isn't anything to do with her NOW, doesn't mean she won't later, since she definitely will.
That is why I know that Zazie is more or less, overrated. I still love her though. <3
Underrated? Satsuki, Natsumi, and Misa are some underrated ones. They don't have many fans, nor do they really have much depth about them either. Also, they don't have any "revealing" traits that would lead one to believe that they will have character development in the future. Natsumi is living in Chizuru's shadow. Satsuki seems to be the background cook. Misa is just another cheerleader who happens to have a boyfriend.
Others that may also be arguably underrated are Akira, Sakurako, Madoka, and the Narutaki twins. Akira just got a fanservice chapter about her and she jumped in my people's likiness towards her. Sakurako has a pretty big fanbase (not as big as others, but larger than the ones I've mentioned) Madoka seems to be close to Ako, and obviously the story about Ako's scar and her crush on the older Negi isn't finished. The Narutaki twins did have a chapter on them, but that was like 160 chapters ago.
The winners of the most overrated basically go to the main characters, especially Setsuna, Nodoka, and Asuna.
